John,

Your best first step is to go to your State DMV web site and look up what is required to license a vehicle that has no serial number on it.

Some states will allow you to post a bond and will assign a state VIN number to it. Some states allow you to license it as a vehicle assembled from spare parts and will assign a state Vin # to it. But start by asking your state DMV if it is possible to register an old vehicle that has no serial plate on it.

Most states will require you to provide evidence of the vehicle's transfer of ownership. This is usually a signed title from the previous owner or a bill of sale. Do you have either one?

That engine is a generic Willys factory replacement F134 engine. Some states will allow you to register the vehicle by the engine number.

Finally as a last resort you can buy a title and serial plates from someone.
