It's for the small square loudspeaker for the radio sets (LS-7, LS-166 and LS-454 are typical examples). They look like this:

From what I can see, that looks like a latch bolt. The arm of service added those to the M38 jeeps to stop the passenger seat jumping forward and having an unfortunate interaction with the windscreen.
I thought the M38A1's had a spring retainer fitted to the body panel side? ![Confused](modules/Forums/images/smiles/icon_confused.gif) _________________ Owen

My latch was actually brass-tone, just like you'd put on a cabinet door. |

Mine was steel with brass-tone finish.
Looks like someone went to the hardware store and bought whatever was available. |
