This is where someone always says look in the manual. Well if you did then this illustration wasn't much help, was it?
But this ones shows the long bolt in the front.
Makes sense since the front bolt must clear the engine mount plate.
Ahh the title says M38A1 so here we go:
For the A1 long goes forward but
for the early A1 thru engine sn 49065:
The center bolt was used up front thru engine sn 49065. The short extended hex bolt was used forward after that sn. _________________ Wes K

I have the priming lever and two long bolts. Tight fit, but no interference. _________________ Ron D.

Apologies! Off topic for the original M38A1 question. Sorry to muddy the water!
Technically correct for a M38 Motor Pool restoration (me thinks anyway).
It's what Supply (a.k.a. MWM) issued when exchanging the old pump carcass. Gave one without a priming lever and got one back that did.

Midwest Military has the long and the correct short bolt in stock.
Short bolt is for the late pump with the hand prime.
