DCAK, Asked me this question in a PM and since we are a site meant to enlighten all our members by sharing our questions with all members so all members can benefit from the answers, I am posting it here for him.

The ORD 9 is very vague in listing the rocker cover and it's hold down hardware.

The Engine and Clutch Manual TM 9-8015-1 on pages 141 & 142 Par. 144 (o) covers it in great detail. However there is no mention of a crush washer.

Assuming the question is about the intake valve (rocker arm) cover and not the exhaust valve cover?

If it helps, my Willys Jeep Universal Service Manual shows the order of assembly in Figure 100 on page 78 and describes it in Paragraph E-106 on page 85.
