M38A1 along a road in SE PA - for sale

I looked at a M38A1 that is on Rt 162 between Unionville and Emreeville PA in Chester County - looks pretty complete and the sheet metal looks repaired and in pretty good shape. It was painted a good OD. It has a correct F134 and it says it runs. The issues I see are it has a tailgate (homemade), it is missing bumpettes and the pindle and had a nicely built bumper (but it isn't military). It has diamond-plate for a rear floor and it have a brush guard that isn't military. It has all it's lights except the fender BO. it is now 12v. Info from the sign on the windshield - 610-420-4020 - has a Florida 1964 title - say he paid $7000 but will take the BO over $4750
