The indexing of the oil pump determines the indexing of the distributor. If you get the pump off a bit too much you may end up with restricted rotation of the distributor when trying to set ignition timing.

Do you have TM 9-8015-1 M38A1 Engine and clutch manual?

If you have that manual you can simply follow it's instructions and install the pump while the cam and crank gears have their timing marks aligned so the tab on the end of the pump shaft ends up in the position shown in figure 81. This is probably a task that should be done with two people. Since the gears that the pump and cam have are helical cut you must start the pump up into the block with the tab as shown on the left of Fig 81 and when it is up tight against the block it will end up in the position shown on the right of fig 81.

If this is confusing to you then just leave the oil pump out until you are ready to install the distributor. Then set the timing mark on the pulley to the 5 deg before TDC mark. Install the distributor so the rotor is pointing at the #1 plug wire and look closely from the oil pump side at the location of the distributor's off set tab. Now with the distributor clamp bolt tight so it cannot move install the pump so it will end up matched to the distributor shaft offset tab.

A word of caution. If you do not have all the changes to TM 9-8014 then do not use the figure 79 as your reference for installing the plug wires because it is mis-labeled.

Use the illustration below:
