Your pictures indicate a correct YS637S for the M38. L-head - 637S. F-head - 950S. 950S won’t mount on standard L-head intake.

The manual primer does not move very much. The arm actuates a small piston-like device that pushes on the diaphragm. This is a new reproduction unit. You shouldn’t be missing anything.

One more I have found. Do not pump the pedal on a warm restart. Just press in the clutch pedal, key on and engage the starter.
