Does anybody know what the purpose of the opening in the windshield just below the glass that has the cover on it?

It's to allow air flow into the cabin. Loosen the four bolts and slide the plate to one side or remove it completely.

It was not meant to be used as a vent in the M38. It was a left over from the CJ3A it was based on which had a similar panel there that was hinged and could be easily opened. There is an adapter plate used with the gas fired heater kit that replaces that panel to duct the heated air inside.
