After the Toe In is adjusted according to the service manual, does the left front wheel end up straight ahead inline with the left rear wheel, while the front edge of the right front wheel is slightly turned inward 3/32" to 3/16"?

Yes but the adjustment is so small it is barely discernable. I personally prefer to square both front wheels to the rear wheels then go a 1/2 turn in on both rod ends.

Ok, Well I squared the front wheels with the back wheels first. Then did as the instructions say and turn the right tie rod tube to get the correct difference between the front edge of the wheels and and back edge. then I put my straight edge on the right side, then the left side to see the result. And I noticed only the right side had toed in. I always thought that both front wheels would have a slight toe-in. But then I supposed you would have to adjust the left tube to get that as you did.

It's such a small deviation from straight ahead that it will not be noticed in handling. The purpose of the toe-in is to take up slack in the steering linkage. As soon as the jeep starts rolling forward the toe'd in tires move outward to their correct aligned with rear wheels position thus maintaing a constant pull outward from the center of the jeep thus maintaining a tight linkage. The assumption here is that the linkage is not worn. This provides better tracking of the jeep.
