They are actually called Stud, wing type round head or zeus or camloc fasteners. The latching receptacle for the studs is fastened to the lower side of the hole. You can see these receptacles in this full size version of my cowl box photo:

Wes,
I apologize. That box is sitting in my garage, and although
I separated the lid and portion of the cowl to work on the box,
completely forgot the cowl portion extended far enough to
include the latching receptacles on each end.
I can take a couple of photos of the inverted lid/cowl
with the latching receptacles if anyone in interested.
Of all the mechanical quarter turn fasteners produced over the years, Camloc, DZUS, and AirLoc were the leaders in the market. The type used in the M38 cowl box are probably old style AirLoc's.
The old style AirLocs remained very simple with a plane stud, cross pin and receptacle. They seldom included any type of spring. The spring type retention was a feature of their receptacle. Their weak point was the need to remove and install the cross pin to get the stud into and out of the panel. This wore down the larger diameter splined center on the cross pins and they would then slip out in use.
