The only adjustment in the system is the shape of the sender's arm. The rotational travel is fixed. If your arm is bent in a way that causes it to strike the top and/or bottom of the tank before it completes it's rotational travel then she will not read full or empty.
With the sender in your hands and wired to the gauge what are the max readings you get when you swing the arm full travel?
Most jeep hobbyist have a tendency to overpaint their jeeps. The fasteners that fasten the instrument cluster to the dash must be capable of grounding the instrument cluster properly or gauges will not make max readings. Adding a ground lead between the tank and the gauge was a nice touch but adding two wires, one from the cluster panel to the firewall and one from the tank to the tub would have offered you much better results. Also please remember that grounds do not work well through the heavy paint. Where the purpose is to create a ground the PAINT MUST BE REMOVED!
