Sorry about that. My bad. They can be used both ways, UP & DOWN, LIFTING & TIE DOWN. But the parts list calls them LIFTING SHACKLES.

Most of the M series dealers have the standard M38A1 lifting shackles. I haven't seen any of the Marine Corp shackle kits on the market recently.
