Chuck, yes they are. When I purchased the jeep they were there and filled with bolts with nuts like those found on the manifold studs.
I think the jeep was once installed with a heater kit as that is what the holes were for. So, in an attempt to keep a link to its past life, I left the holes and filled them with the bolts. |

That is an original tank (not to this jeep) but, one I picked up from a fellow selling it because he found an NOS tank for his project.
It really is in excellent shape and I got it at a great price. |
