Here's what the steering wheel off my 1953 CJ3B looked like. there's not any place to drill a solid pull hole in.

For steering wheels that are really stuck the military puller is the best option since it comes with a special insert that goes into the steering column tube so extreme pressure can be applied while avoiding any avoid damage to the outer threads. .... Brian
