Originally that engine used the marks on the flywheel and a window in the bell adapter plate below the starter.
With a late model bell adapter plate you will need to have or to create timing marks on the front crank pulley. Willys did them several ways.
Whichever system you use you will need to confirm Accurately that you have #1 TDC and then 5 Deg BTDC and marks are correctly placed. You'll need a TDC finder (Dial indicator). _________________ Wes K
