I just did a full body-off restoration on my M38A1. Everything rebuilt, including engine. My question is that it will not start without starter fluid when cold or after it has been sitting for two or three hours even fully choked. Starts just fine when warm. Vacuum at the base of the carburetor measures 23 psi. I thought maybe it's a weak fuel pump unable to pump the fuel up to the carburetor but once it starts (with starter fluid or while warm), it runs great, plenty of power and acceleration. Anybody out there have any ideas?
