Where can I find bolts for leaf springs? I need the center bolt that goes through the middle of the springs and holds them together. I also need the bolts and spacers, quantity of 6 per spring, that are spread out along the springs.

The heavier springs used by the M38 and M38A1 were very popular replacements for the CJ's over the last 40 years. You'll have a tough time finding all the parts without finding used or very rare NOS spring sets. The M38 used two styles of spring fasteners or wraps or clips.
Center bolt S, 5/16 -24NF-3 x 2 3/4" WO 116715 ORD 7375006

Large bolt type clip WO 118058 ORD 7375004
Small bolt style clip WO 118057 ORD 7375003
Clip small pinned and wrap style WO 642987 ORD 7375005

Thanks for the help, I figured I would have a hard time finding the bolts after I was unable to find them at a parts supplier. I am unable to reuse most of mine due to rust.

Try a spring repair shop. I took mine and had them rearched. They had a large variety of fasteners (bolts, nuts, etc.).
