Ok, does anyone know what this is? My M38 has two correct/original wheels on the front and two very similar wheels on the back except they have square slots.

Well those would be handy as a pocket on a shirt for a more conventional
star type brake adjustment setup.

M38A1 wheels?

They're 16 inch. But I haven't tried to measure the width.
