A reasonable move if compressions were all good, vacuum test gauge readings were good, fuel pump flow and pressure are good and fuel bowl setting (float setting) in carb are correct. Otherwise you may have more testing and changes coming.

If you have an extra generator pulley just disconnect the generator from the belts. With the extra pulley on a steel rod or pipe free to spin use it to maintain belt tension without the generator. No noise = fic generator. Same chirp means eliminate water pump and reconnect generator and do the same ...

Good that you are reading. All the answers are in those manuals and if you conform to the specs then problems usually go away.

As for rod lengths they wear, come from different manufacturers and even different countries.

The fuel pump pressure range is in the M38 Operator's Handbook TM 9-8012 or the old version TM 9-804.

Pete, You did not mention what manual you are using for your carb work. The Army did publish TM 9-1826A dtd 12/1952 Ordnance Maintenance Carter Carbs. This is the only manual I know of specific to the YS carbs. If you are using this manual care with the figure 60 is needed because it reverses the ...
