Center crossmember question

I pulled the center crossmember out from under my frame yesterday in order to clean all the grease and grime off of it and I found something intersting.....or at least a little odd. On the passenger end.......where the large rubber block is that the transfer case rests on.......is the metal cup that the rubber block fits in supposed to be welded to or otherwise attached to the crossmember? Mine was totally disconnected but it looks like it was once welded to the crossmember. Also.....is the rubber bushing replaceable......or is there something one can do to make it pliable again and not be hard as a rock? Finally.......will an M38 crossmember fit an M38A-1? Thanks.

Spot welded

It's suppose to be spot welded. The rubber is replaceable and is fairly cheap. There is also a snubber that goes on the bolt and fits on the bottom. Look at the parts picture it is fairly self explanitory.
