Floor foot switches

I am currently rebuilding a M38 and been reading a lot of info. I came across a photo from remi_emond in a post back from 2005. I am curious as to the proper functions of these foot switches. I labeled them as 1 and 2, nevermind the red arrow, that was from the original pic. I am sure one of them is the starter. Mine has neither of these as mine has a 3A engine in it.

Well, #1 is the actuator for the starter, it contacts the starter switch on the starter.
#2 is the heal rest for your foot when actuating the starter with your toe!

The M38 should have both from the factory.
It is common for the heal rest to be missing, a part that when removed
to access the drive line is seldom replaced by bubba.
