According to the page 127 of the M38a1 engine & clutch manual (TM9-8015-1), the head bolts should be torqued down to 60-65 foot pounds (I think!). Note they should be tightened in the order shown in this manual. If you don't have this manual, you can download a copy in pdf from the 'downloads' section.
Can anyone confirm if I got the figures right?

That is correct. Note most gaskets require a re-torque after an initial runup of the engine to normal operating temperature. The gasket manufacturers supply a brief installation sheet with their gaskets. The need for the re-torque is usually listed there as well. Those gaskets that do not require a re-yorque will always say that in their paperwork. Otherwise assume you must do a re-torque.
Warning: Do not overlook the hidden head bolt in the carb's inlet port.
