Heat control valve

It appears that my heat control exhaust valve is on backwards. It is facing the engine block and not towards the fender. Can this still function. Couldn't get a picture of it. The spring still functions and it moves up and down with hand pressure. Guess I should see if it actually moves when the vehicle is heated up. When the jeep is warmed up, it should be in the up position correct. Thanks John jr 1952 m38 L134
