tailgate latch

Can someone tell me what was typically used to put through the tailgate lugs to keep it shut?

Look in ORD 9 SNL G-740 M38 Parts Manual on page 293 right below "Gate Assy" are two each Nuts, Bolts & Screws. Sizes are given there.

I believe it was a 3/8 - 16 NC X 1.25" long Hex head bolt with 3/8 washer and self locking nut
1 per side.

Such a handy tool. It was the first thing I bought after I brought home my M38. Then came Ryans Reference Guide.
