Fuel Tank Sending Unit Mount Question

Posted this last night on the other site when I couldn't access this one but no response so far:

Is the mounting ring that the M38 fuel sending unit bolts to welded to the fuel tank? My mounting ring is loose and lets fuel leak out under the ring . Ord 9 shows the ring on page 63 on the tank but no indication of attachment. Thanks, Sonny
