Need help...sorry for the poor drawing...but here goes. My M38 engine came with a few missing parts. I found the pulley and discovered that the oil slinger was missing, and also noted what looks like a spacer on the crankshaft which I couldn't move (maybe not the spacer). Anyhow, I tighten the nut holding the pulley on and it bottoms out on the gear cover before I get resistance on the nut. So before I removed it I measured the shaft showing....410". Once I removed the pulley I measured the depth of the pulley where it mounts 1.020" and the distance from end of threads to oil slinger 1.480".
The difference is .050" and still not tight. Can the supposed spacer not be the spacer and I'm missing it? I'm beginning to think so since I installed and removed the pulley 3 times now with same results (I know...slow learner).

Yes...the protruding side slides into the seal in the cover. No issue there.
Also noticed that once the pulley starts to touch the cover, the pulley is about 1/2 belt size off alignment with the water pump pulley...that's why I think there is something missing.
Another question. You have the TM 9-1804A on the fender with you? It sounds like you are not using the manuals. If you were the arrangement of the parts would be more obvious to you.
G & H are inside the cover D. The only thing you should be playing with is the Pulley. key and nut on the front side of the cover.
It is possible your key is not level in the slot and is binding the pulley.
I looked in the manual and saw G and H on the bottom diagram...but didn't see the spacer until just now when i saw your upper diagram that specifically shows the spacer on the outside of the gear...that's what I'm missing.
