Most starters with problems will spin nicely when not under a load. You should have your starter examined by an automotive electrical shop where they can check it properly by doing a stall check and taking required electrical measurements.

Any engine will rotate quicker with it's spark plugs removed. Any on the vehicle tests you may be able to do would require knowledge on the proper use of a digital volt meter (VOM) to measure available voltage and voltage drop during cranking.

There are may causes I could list for the symptoms you describe, but none would be an accurate assessment of your problem due to inadequate information in your post.

The bushing that holds/centers the shaft may be worn on the starter. That is if you have a bushing on the shaft end where it goes into the bellhousing.

He'll need to better ID what he is working on to ensure accurate troubleshooting help. 24V only narrows the make model down to M201, M38, M38A1, M170, M151 (yes Willtys built these two years) .

1 - What model jeep?

2 - What engine is in it.

3 - What model/PN starter is it.

4 - How many teeth on the bendix drive?

5 - How many teeth on the flywheel?
