It has to have steel to have rust; most of my restorations had big holes in them and floors missing....
His price might be a bit aggressive but he is asking for offers too.

It would help if he had posted better quality photos. I still think valve is more likely down around $800 to $1500. Right now engine doesn't even count as a rebuildable core!

Yikes! For that kind of money you can still find them out here (if you look)and drive them home, less the rust.
