Unfortunately had he only cruised the neighborhood he would not be in jail. I think it is obvious he chose to have a little 4th fireworks and chose a bad way to go pop! Had he did a little pre-planning, notified the PD and set up a small group of vehicles to parade it may have come out a lot differently.

Common sense was lacking there,11pm is a little late for a parade.
