Spare Tire Mount on an M38-A1

I bought a spare tire carrier and it came with two spacers. I haven't tried it yet but I assume these two spacers go behind the top two mounting bolts. My question is.....does the front end of the spacer rest against the surface of rear panel hat channel or do they pass through the hat channel and rest against the skin of the rear panel? Also.....can somebody provide me with the diameter of the taillight holes in the rear panel of the A1? Thanks.

Looking at my M38A1 it appears that the spacers go inside the rear facing hat channel. 5" is the approx. diameter of the tail light holes, can't measure exactly because the headlights protrude.
