So, is it in fact a T-handle throttle cable as shown by the photos or in fact a stay cable as shown by the receipt?

It urks me when people think they can milk money from folks on shipping like that, in that case blatantly.

As always buyer beware. Do your homework about what you want. I've seen many ebay items incorrectly described and identified. If it says Throttle on the handle, how can it be a stay cable? Maybe he got the wrong picture posted? John

The listing title says "throttle", the picture shows "throttle", and the receipt has "throttle" on it, so pretty clear to me. With regard to the "economy" shipping, there is a reason the current bid is only $2.24. I hope people are smart enough to be able to calculate total cost, which is all that matters.
