I would concur with Rick.
The mirror arm goes in between with a large pivot bolt.

I was looking for a good picture and can't find one. In Wes and Ryan's windshield wiper plumbing document on Page 2, is a pretty good photo.

It is the second picture on page 2.
A really good photo of it is on page 304 of the January 1956 TM9-8012 manual. The photo is too dark on the CD version of the manual. |

Then go to the M38 vaccum/venting fording system and you will find a document called M38 windshield wiper vacuum/vent system.
