on picture 36 and others, whats the deal on the L shaped hood blocks?

I believe it was the result of moving the wipers to the top of the windshield for the heater install. It was either move the blocks the same distance as their original bolt spacing or notch them.

The original hot water heater kit installation instructions said to move the two hood blocks 2" outward. But then it is mentioned that the hood cold weather blanket has the block holes in the original position so my guess is the motor pool guys "adapted, improvised and overcame"
