.....with the installation of the Oil Filler Tube on an F-134 engine out of a m38a-1. Do you guys use anything to seal up the area where the bottom of the tube mates up to the block? The manual says use plastic-type gasket cement.....I'm not sure what that is.....anybody have a brand name or part number? Mine is pretty loose.....so loose it turns when I am trying to remove or replace the cap. Is this pretty much normal or can this be rectified? Any suggestions would be greatly appreciated and considered. Thanks.

Jim,
It shouldn't turn that easily. Are you missing the clamp?

Do not use any RTV sealant down there. If it migrates into the oil sump it can clog up oil passageways.

Use Permatex #1 or a Loctite gap filler on very clean surfaces. Both the tube and the hole must be clean and oil free when applying these sealants.

Just to follow up......I do have the clamp in place......although it doesn't seem to provide much of a hold. I have the Fram Military style filter with the backing plate that attaches to the short angle bar under the two head bolts. I put the filler tube clamp on top of this plate and secured it to the block through the hole in the lower rear corner of this plate. Does the clamp maybe go behind the plate?

I'll probably do two things.......use the Loctite gap filler in the mating area and then cut a piece of leather to go between the clamp and the tube to tighten up that location. I sure don't want any oil blowing out of this spot but even more so I don't want a place where water can easily infiltrate the engine.

Try using a short ( about 1.5" by 2" piece of 1/8" flat steel as a rectangular washer which when you tighten the clamp's bolt will act to squeezed more of the clamp together. Or you could spot weld the clamp to the tube in a couple of places.
