pedal cross-shaft detail

On an m38a-1 is the correct sequence of items on the inboard end of the cross-shaft? For some reason my newly replaced brake arm is now hitting on the steering shaft tube above the gear box.

That looks correct. I put an extra washer between the tie bar and cotter pin but it's not specified that way.
