The lever is an M38A1 configuration primer. Use it to your advantage.
For those that dont have a lever, using a MityVac vacuum pump at the carb end of the fuel line will get the fuel system primed.

Good idea to pull this out of the fuel line thread.

Another caution when starting a long dormant jeep if you are not getting any fuel flow at the carb inlet take the fuel cap off the tank and try again. If the tank vent system is plugged up the pump will not be able to get fuel flowing.
The small vent line can get plugged. If you have the later M38A1 tank the small vent line is replaced with a little vent valve that is attached directly to the fitting on the top of the tank. Also you may have the on/off vent type cap. Look inside the cap and if two positions are marked be sure you select the vented position.
