There are footman loops

There are footman loops
mounted on the top lip of the M38A1 body tub around the cargo area. I installed the lower loops, and they are for the side curtains, but what are the ones up ontop for?

The top ones were originally for the side curtains. Early A1's had top ones and late A1's had the lower ones. They only had both when someone in the field tried to update their A1. The lower ones were a lot easier to use with the side curtain straps.
This shows up in the parts list. Those parts list hold a wealth of information just waiting to bust out of them.

Or does he mean the ones on the very top edge (2 per side) that align with the ones one the inside ontop of the guards.
From photos I have seen they were for stowage straps for stowing the canopy etc?

Good point Phil. I assumed there was no doubt what those two were for since they have mates down on the wheel house on the left and a mate on the right along with the bracketry and loop for the axe stowage.

Look closely at the illustrations in the M38A1 TM's. Virtually 98 % of the parts are illustrated in those manuals.
The very top ledge loops along with those on the top of the wheel houses were provided for securing loose equipment and that was usually the folded up canvas top, side curtains and folding doors. Straight doors generally went on the rear floor and under the rear seat.
Below is a very good example of Figure in Operator's manual using those very loops.
