Fuel Gauge goes up and down

The M38 is in great shape but the 61 CJ5 has a little problem. The fuel gauge went out sometime back. I ordered a new Fuel gauge for the cluster and a new sending unit for the tank. Could it be because the original cluster was a VDO and the replacement a different brand? I can't figure it out. I have checked all the wiring and the grounding is in good shape. Just ran out of ideas.

Doesn't your CJ5 have the original round all in one gauge? I thought they had a 5 volt voltage regulator built into one of the gauges and it regulated voltage for the other two gauges.

That's correct I have the cluster. When the Fuel gauge went out I only replaced the individual gauge and not the entire cluster. I know I was sent another brand than VDO and I think they might not be communicating correctly.
