Question: we're the Manila ropes you see wound around the front bumpers of WWII Jeeps commonly used with the M38A1? I've seen pictures both with and without, perhaps mostly the latter.

Not in normal use. You see a lot more restos with the rope then you will ever see in historic photos. Just like heavy machine guns, bridge plates and water buckets.
