My jeep is an M38 but it has an MB engine and the entire vacuum system is long gone except for the lines on the windshield frame that go to the wipers and the wiper motors. However, I remember decades ago when my brother owned this jeep that the original vacuum wiper system worked. Now that I'm trying to put it back together I'm trying to figure out where the vacuum source came from. The jeep has the standard CJ2A style fuel pump with no vacuum booster on it.
Take a look at the intake manifold that was on the jeep. Could the broken line coming out of the manifold be the vacuum source that was used to run the wipers? I know this is not an M38 specific question but any advice or suggestions would be appreciated.
The vac supply comes out of the side of the manifold rather than the top (due to the MB manifold not having that top port, and probably the location of the MB's oil can), but in theory it should still function. Note the wiper motors with the single connection (no vacuum return). I guess you could still run the M38's vac return into the air cleaner with no ill effects?

Owen, thanks for that link. I took another look at the photos of my jeep before I disassembled the vacuum system from the windshield. It looks like it was set up very similar to the one in the link you posted with a single feed line and no return line. So, I'm guessing that the port from the intake manifold is the vacuum source.
