I have a copy of DVLA's V355 guidance document which may help; if you want it, PM me with your email address, and I can send it on.

All the info you need is in your jeep's maintenance manual (in the "tabulated data" section). Note that DVLA will need the info in SI units, so:
Convert BHP to kW = BHP x 0.7457
Convert lbs to kg = lbs x 0.4536

To the questions you listed:
Max net power = engine power at maximum revs
Max permissible mass = Max vehicle weight (fully loaded). Often called gross vehicle weight.
CO2 = not sure. My M38 was first registered in 1958, so that field is blank on my V5C. Is it shown on your MoT certificate (if you have one)?
Mass in service = vehicle weight + fuel & coolant (excluding passengers). More commonly called kerb weight. Not sure if the net weight listed in the manual includes fuel, coolant etc. Anyone know?

Have you tried the MVT? Their verification service sounds like it might be another option (I've not used it myself):

Hope the above helps.......
Owen.
