M38a1 fuel tank well replacement

Hello, Can anyone out there tell me if the fuel tank well pan drops in from the top side, or fits up from the underside before welding. I have a 1953 M38a1 and the PO had the rusty part of the original cut out before I obtained it. RHarris

Hi all, still regarding the last question - M38A1 fuel tank well - can anyone explain me the purpose of the two holes drilled on it? there is a large diameter hole and another smaller diameter one.
Hints?

I don't have the A1 but I'd guess one hole (big) is for the fuel tank clean out bung and the other hole (small) is a drain outlet for the well pan itself so it won't hold water.

Thanks Bretto, seems to make sense. I would appreciate if someone can post a picture of the underside of an M38A1 fuel tank, showing this fuel drainage bung.
