Is this production year and serial number possible?

I have started working on an M38 that is in rough condition. The data plates have been removed and I have not found any other markings on the tub or frame. The title states it is a 1951 with a serial number of MC97821. If I am reading the serial number ranges correctly, I don't think this number was produced ever, not just in the year 1951. The serial number on the engine block is 4T18867 and I am confident this is not the original engine. If anyone can provide some insight to what I am dealing with here I would appreciate it.

John,

I am afraid you have nowhere else to go. The number is not correct for any M38. The engine serial is for a Willys pickup truck. Unless you can obtain an affidavit from someone in the chain of ownership as to the source of that number on the title you will never find out how that contrived number appeared on the title.
