Looking at an Omix ADA Gauge Cluster Panel on Ebay....

The holes for all of the gauges and lamps are there, but not the holes for the lamp mounts, or the circuit breaker or the clamp on the other side.

It's apparent you've been studying your ORD9. The shields are also referenced in your TM9-8012 Pg 221 Fig 83 and Pg 227 sec 180.
Mine are missing also. Without them light streams into the cockpit
thru the small clearance between the inst cluster panel and the fixture.

"B",
T-shield WO-118110 is the first part that you insert into the instrument panel WO-119367, then place the remaining parts( see your photo) of the lamp.
This parts are the same for the M38 and M38A1.

I still had those shields or caps on my dash light fixtures. They are just pressed caps that fit into the panel holes from the rear with a slight flange on them to keep them from popping out. The body of the fixture then holds the cap in place when it is bolted or screwed into place from the rear. I always just assumed the caps or shields were to make absolutely sure that no red light escaped out the instrument panel around the dash lights......but who knows....maybe they were just there to paint to match the paint scheme of the jeep cause my fixtures weren't painted, just plated gold iridite...only the caps were painted.
