brake cylinders
please are the brake cylinders from m38a1 the same with the m38?

As Wes said, short answer yes .
But be very wary of EBay sellers. There are a couple instances
where like you I found parts listed for the M38 and M38A1
and I knew that those specific parts were not the same for
each vehicle.
When I but something from EBay I look at the seller. Number of
transactions, feedback, but most important I look at the item
in detail. Photos are critical. No photo, I don't buy. Know
your part numbers as well.
In the case of brake cylinders reputable suppliers sell replacement
cylinders for a reasonable amount and you can rely upon them
to give you the right part.

this is the damage that i sow when i opened the front right brakes!!! brake fluid was all over the pads and also the brake shoe was like a rubber!!!!!

also the rear left brake had the same results!!!! what also i noticed was that both front and rear brake shoes had the same shoe lenght!!!!(primary,secondary) is that good or bad???

If you check your ORD 9 the shoes are one long and one short. Keep in mind that M38 brakes are non-servo and M38A1 brakes are servo type. This results in a different method of anchoring the shoes to the back plate and results in a floating shoe.

The metal shoe is the same at all 8 locations and the part number 303138 shoe you have is correct for the M38A1 brake assembly. The linings go one short rear and one long front on each of the four brake assemblies. I would replace the wheel cylinders as you planned and purchase and install new linings as appropriate on each shoe.

The lengths are not mentioned in the ORD 9 parts manuals but it is obvious from the photos that the long shoe uses all 12 rivet holes in the steel shoe and the short lining only uses 8 rivet holes leaving the top and bottom two holes in the steel shoe empty.
