M38 - How tight should wheel bearings be on axle?

This is all pretty new to me. It was almost impossible to remove the old wheel bearings from my rear axles. I'm putting new ones on now. How hard should it be to drive the cones onto the axle, and the cup into the axle housing? The TM makes it sound easy (… place the axle into the housing, then tap the cone and cup onto the axle until the cone seats…). Mine are way tighter than that.

The roller bearing is pressed on the axle. It's very tight. You must push on the inside race and never the rollers. ( In a actual press) You slide in the axle and engauge the spiders . Then you can tap the outer race into the axle tube with a soft hammer. Then the correct number of shims, spacer washer, and brake backing plate with seals etc. To remove the axle and race out of the axle tube, I use a slide hammer with the axle nut and washer screwed on.
