My personal best penetrant choice is Mouse Milk!
It's $5 to $10 US for 8 ounce squeeze bottle. Not well known because of it's price. We were forced to use it on certain aircraft piston engine turbocharger waste gates and wow was I impressed with it. Started using it where PB Blaster was having a tough time and the Mouse Milk won hands down. It tolerates heat very well. Been using it since about 1990.
