That is a CJ. Note the lack of a cowl battery box and the vent in the windshield is wrong. Probably no tool dents under that gas can either. The engine bay is also very civilian, not sure what that tag on the firewall says but probably would confirm this.

It's is probably a Mahindra (India) license built CJ3A. Note also the front frame rails are not boxed & the grill is also CJ.
