Also, the rig came with the authentic military arctic top as well. The data plate is still on the door. Problem, all the latch hardware is broken/gone. Is there anyplace that sells replacement parts for the arctic top? The ordnance part number on it is 7387269.

That is a civvy CJ3A/DJ3A engine. That serial means it came on a factory 3A and not a M38. Engines that came with M38's from Willys all have MCXXXXX serials. Of course all you need to do to use the 3JXXXXX engine is to bolt all the military accessories on it and start driving it.
The military arctic top had no civilian counterpart. So parts searches will need to try to locate matching commercial hardware. I have never seen a military parts manual for the M38 Arctic Top. Only the installation instructions TB 9-2855-4 which have no part numbers for the parts illustrations.
