M38A1 tail light splash guard

Rebuilding my M38A1 tub and trying to mount the tail light splash guard. Original tub was Bubba'd so i have nothing to go on. There are two holes on the inside of the rear fender and two holes on the top of the fender. These were easy enough to figure out. The one that has me puzzled is at the lower outside corner of the splash guard. It looks like there should be a tab to bolt it to to keep it from flapping but there is no tab on my outer panel. Should there be one? Thanks for any help.

Yes there should be a ''L'' shaped bracket with a hole in it tacked to the inner side of the tub.

Thanks for the info. I was pretty sure this was the reason for the weld nut. I just could not find any confirmation in pictures or the parts manual.
